The No Child Left Behind Act passed by the United States Congress in 2001 requires that each school district in the United States must have a school report card that is available to the citizens of that school district. The report card is required to contain data such as enrollment, number of special needs students, number of professional employees and students score on state tests. The report card must also contain information on whether the school district has been identified by the state or federal government for school improvement. A school identified for school improvement must have a graduation rate below 95% or an attendance rate below 95%, high numbers of students scoring at the basic or below basic levels on their state�s test or a high number of students who do not take the test for some reason. School districts are also to make information available to parents about the professional qualifications of their teacher and make parents aware of any teacher who is not highly qualified.
